Oh, God, I totally geeked out the first time I saw this.
It may not come factory installed with Photoshop, but there is a plugin that does it at http://picutel.com/
I haven’t tried it myself but I did try the web-based one at http://rsizr.com, which was unfortunately a lot slower and less elegant than the video here.
